A buy-low needs evidence of both price and durable value
A player is not a buy-low merely because he disappointed, was limited in practice or appeared in a social post. The label requires a real price available to you plus evidence that the underlying role or long-term asset case has not fallen by the same amount.
The evidence gate above intentionally blocks a verdict when either side is missing. Fantasy Trade Pilot does not have licensed league-wide transaction data, so it cannot truthfully claim a consensus discount.

Editorial inference: if a manager in your league prices a short-term availability concern as a permanent dynasty loss, a TE Premium or start-two-TE manager can test the gap. Without an actual discounted offer, he is not labeled a confirmed buy-low.
Maximum price: there is no universal number. Use the Brock Bowers trade value page, enter your TE bonus and compare the exact offer. A shallow one-TE redraft roster that cannot carry uncertainty is a clear counter-case.
Why the list is short
Other named candidates were withheld because current price plus role evidence was not independently verified. The brief explicitly forbids filling five names to make a page look busy. This page becomes longer only when each candidate has a dated source, a counter-case, a maximum price and a roster fit test.
